Culmen Content Filtering
Layered content filtering for subscriber networks, with per-plan policy rather than one blunt rule for everyone.
How it works
- Four independent layers — filtering at DNS, IP, protocol and application level, so bypassing one doesn't defeat the system
- Per-tier policy — different rules for family plans, business accounts and unrestricted tiers
- Encrypted-DNS handling — DoH and DoT endpoints closed off, so a browser setting can't silently route around your filter
- Allow-list overrides for sites a customer specifically requests
- Logging for compliance, with retention you control
Why layered
Single-layer DNS filtering is trivially bypassed — a customer changes one setting and the filter is gone, while your logs still show it working. Each layer here catches what the layer above it misses.
